SURVEYOR COMPETENCE

FORMAL DECLARATION 

Introduction

HSE document HSG 264 - Asbestos: The survey guide, Second Edition 2012 //www.hse.gov.uk/pubns/books/hsg264.htm addresses competence at Part 2.

Two alternative approaches for prospective employers of surveyors to establish competence are given as follows:

• UKAS accreditation whereby a company's technical competence and management system have been assessed independently by UKAS.
• Provision of competency information in a 2-stage process - see page 8, Box 3: "What the client/duty holder should do to check the competence of the surveyor"

Our observation regarding UKAS accreditation is that, whilst documented systems may be impressive, the "weak link in the chain" is often the limited experience of individuals undertaking the site work. Currently UKAS only requires such staff to hold certificate P402 (which is only a 3 day course) and 6 months' experience.

There is another long established competency personal scheme - The Certificate of Competence in Asbestos - CCP (Asbestos) / CoCA which is offered by the BOHS to candidates who have passed all 6 asbestos preliminary certificates, or certificate S301, and who provide a satisfactory experience portfolio. Julian Wilshaw holds all of these qualifications.

We are therefore more than pleased to provide the evidence required in Box 3 of Part 2 of HSE publication HSG 264:

Holder of The British Occupational Hygiene Society Certificate of Competence in Asbestos CoCA (formerly CCP Asbestos)

In-house training SP Shutler Associates Ltd: risk assessment, confined space entry, COSHH assessment, working at height, and first aid (St John’s Ambulance)

In-house training South Manchester Housing Trust: fire risk assessment, and conflict management

Stage 2 - Experience and Track Record

Asbestos surveyor / senior surveyor / contracts manager 2000 – current.

Asbestos surveyor, risk assessor, asbestos management and asbestos removal management.  Various industrial and commercial ALcontrol on Site Services (2000 – 2008)

Asbestos surveys and fire risk assessment in social and sheltered housing, South Manchester Housing (Fixed term contract 2009)  

Asbestos management and asbestos removal management, Staffordshire County Council Asbestos Unit (Fixed term contract 2009)

Asbestos Contracts Manager military installations, ACE Ltd, Saudi Arabia (2009/2010)

Owner/Director SB Asbestos Management Ltd 2010 - present. Small company providing expert asbestos reports, asbestos surveys for selected clients and asbestos training. Current clients include Live Nation / Academy Music Group, Imperial London Hotels, Bradbury Consulting and Weston Allison Wright Ltd.
